L'Assemblée fédérale de la Confédération suisse, vu l'article 85, chiffre 10, de la constitution; vu le message du Conseil fédéral du 13 novembre 1991 1), arrête:

Article premier Un crédit d'ouvrage de 17 871 000 francs est ouvert pour la construction de la seconde étape du centre d'instruction fédéral de la protection civile à Schwarzenburg.

Art. 2 Le présent arrêté, qui n'est pas de portée générale, n'est pas soumis au référendum.
