This federal decree establishes a new voting procedure for popular initiatives that include a counter-proposal from the Federal Assembly. When a counter-proposal is presented, voters will face three questions on their ballot: whether they prefer the initiative to the current law, the counter-proposal to the current law, and, if both are accepted, which of the two they prefer. The decree specifies that a simple majority of absolute votes is required for each question, and if both the initiative and the counter-proposal are accepted, the decision on which text enters into force will be determined by the third question, with a tie between popular and cantonal votes resulting in neither text becoming law.

1. S'il préfère l'initiative populaire au régime en vigueur;

2. S'il préfère le contre-projet au régime en vigueur;
