L’Assemblée fédérale de la Confédération suisse, vu le message du Conseil fédéral du 6 novembre 20021, arrête:

I La loi du 7 octobre 1983 sur la protection de l’environnement2 est modifiée comme suit:

Art. 53 Coopération internationale en faveur de la protection de l’environnement

1 La Confédération peut accorder des contributions:

a. à des organisations internationales ou à des programmes internationaux de protection de l’environnement;

b. à la mise en œuvre de conventions internationales en faveur de l’environnement;

c. au financement des secrétariats des conventions internationales en faveur de l’environnement dont le siège permanent est en Suisse;

d. à des fonds de soutien aux pays en développement et en transition, aux fins de la mise en œuvre de conventions internationales en faveur de l’environnement.

2 Les contributions mentionnées à l’al. 1, let. d, sont allouées sous forme de créditscadres accordés pour plusieurs années.

3 Le Conseil fédéral veille à l’emploi efficace des ressources allouées en vertu de la présente loi et en rend compte à l’Assemblée fédérale.
