A Jeannine Preschey-Le Gal, 1932, précédemment domiciliée rue Albert Samain 13, Annecy, France. Statuant sur le recours de droit administratif de l'Office fédéral des assurances sociales du 3 juin 1999, le Tribunal fédéral des assurances, par arrêt du 15 mars 2000, a prononcé :

I. Le recours est admis et le jugement du Tribunal administratif du canton de Genève du 27 avril 1999 est annulé, la cause étant renvoyée à cette juridiction pour qu'elle statue sur la demande dont Jeannine Preschey-Le Gal l'a saisie le

17 septembre 1998.

II. Les frais de justice, d'un montant total de 500 fr., sont mis à la charge de l'intimée.

III. Le présent arrêt sera communiqué aux parties, au Tribunal administratif du canton de Genève, à la Fondation de prévoyance PREVAL, ainsi qu'à Jeannine Preschey-Le Gal (par voie édictale). Un exemplaire de l'arrêt est à la disposition de Jeannine Preschey-Le Gal auprès de la chancellerie du Tribunal fédéral des assurances.
