L’Assemblée fédérale de la Confédération suisse, vu le message du Conseil fédéral du 22 juin 20051, arrête:

I La Constitution2 est modifiée comme suit:

Art. 112, al. 3, let. c (nouvelle)

3 L’assurance est financée:

c. par la part du produit de la taxe sur la valeur ajoutée qui lui est affectée selon l’art. 130, al. 3 et 3bis.

Art. 130, al. 3bis (nouveau) 3bis Pour garantir le financement de l’assurance-invalidité, le Conseil fédéral peut relever les taux de la taxe sur la valeur ajoutée de 0,8 point supplémentaire. Le produit du relèvement est attribué entièrement à l’assurance-invalidité. Lorsque les dettes de l’assurance-invalidité seront amorties, le Conseil fédéral abaissera en conséquence les taux de la taxe sur la valeur ajoutée.

Art. 196, ch. 3, al. 2, let. e

2 Pour financer les grands projets ferroviaires, le Conseil fédéral peut:

e. relever de 0,1 point les taux de la taxe sur la valeur ajoutée fixés à l’art. 130, al. 1 à 3bis;

II Le présent arrêté est soumis au vote du peuple et des cantons.
