Arrêté fédéral Projet concernant l’initiative populaire «Droits égaux pour les personnes handicapées»

L’Assemblée fédérale de la Confédération suisse, vu l’art. 139, al. 5, de la Constitution1, vu le ch. III de l’arrêté fédéral du 18 décembre 1998 relatif à une mise à jour de la Constitution fédérale2, après examen de l’initiative populaire fédérale «Droits égaux pour les personnes handicapées», déposée le 14 juin 19993, vu le message du Conseil fédéral du 11 décembre 20004, arrête:

Art. 1

1 L’initiative populaire du 14 juin 1999 «Droits égaux pour les personnes handicapées» est déclarée valable et sera soumise au vote du peuple et des cantons.

2 L’initiative, adaptée à la Constitution du 18 avril 1999, a la teneur suivante:

La Constitution fédérale est complétée comme suit: Art. 8, al. 4

4 La loi pourvoit à l’égalité de droit pour les personnes handicapées. Elle prévoit des mesures en vue de l’élimination et de la correction des inégalités existantes. L’accès aux constructions et aux installations ou le recours à des équipements et à des prestations destinés au public sont garantis dans la mesure où ils sont économiquement supportables.

Art. 2 L’Assemblée fédérale recommande au peuple et aux cantons de rejeter l’initiative.
