L’Assemblée fédérale de la Confédération suisse, vu le rapport de la Commission de politique extérieure du Conseil national du 15 mai 2000 1, vu l’avis du Conseil fédéral du . . . 2, arrête:

I La loi fédérale du 4 octobre 1991 concernant la participation de la Suisse aux institutions de Bretton Woods3 est modifiée comme suit:

Préambule vu la compétence de la Confédération en matière d’affaires étrangères4, vu l’art. 39 de la constitution 5, ...

Art. 2 Accords internationaux

1 Le Conseil fédéral est habilité à conclure des accords internationaux, dans les limites des crédits ouverts, concernant les augmentations de capital de la Banque internationale de reconstruction et de développement, à l’Association internationale de développement et à la Société financière internationale.

2 Les augmentations de capital, auxquelles le Conseil fédéral peut souscrire de sa propre compétence selon l’al. 1, feront l’objet d’une information préalable à l’Assemblée fédérale.

3 La participation aux augmentations de capital du Fonds monétaire international est soumise à l’approbation de l’Assemblée fédérale.
