Arrêté fédéral Projet A1 sur la naturalisation ordinaire et sur la naturalisation facilitée des jeunes étrangers de la deuxième génération du

L’Assemblée fédérale de la Confédération suisse, vu le message du Conseil fédéral du 21 novembre 20011, arrête:

I La Constitution2 est modifiée comme suit:

Art. 38, al. 2 et 2bis (nouveau)

2 Elle (la Confédération) édicte les principes de la naturalisation des étrangers par les cantons. 2bis Elle(la Confédération) facilite la naturalisation par les cantons des jeunes étrangers ayant grandi en Suisse.

II Le présent arrêté est soumis au vote du peuple et des cantons.
