Arrêté fédéral concernant l’initiative populaire «Sauver la Forêt suisse»

du 20 mars 2008

L’Assemblée fédérale de la Confédération suisse, vu l’art. 139, al. 3, de la Constitution1, vu l’initiative populaire «Sauver la Forêt suisse» déposée le 14 octobre 20052, vu le message du Conseil fédéral du 28 mars 20073, arrête:

Art. 1

1 L’initiative populaire du 14 octobre 2005 «Sauver la Forêt suisse» est valable et sera soumise au vote du peuple et des cantons.

2 Elle a la teneur suivante:

La Constitution est modifiée comme suit:

Art. 77

1 La Confédération et les cantons veillent à ce que les forêts puissent remplir simultanément et durablement leurs fonctions protectrice, économique, sociale et de maintien de la biodiversité. Ils organisent l’entretien de la forêt.

2 La Confédération fixe les principes applicables à la protection des forêts.

3 Elle encourage les mesures de conservation des forêts ainsi que la réparation des forêts endommagées.

4 L’aire forestière de la Suisse est protégée dans son intégralité; les défrichements sont interdits. La loi peut prévoir, moyennant compensation, des exceptions dans des buts d’utilité publique.

5 La pérennité de la couverture boisée est assurée par une pratique sylviculturale proche de la nature; la coupe rase est interdite.
