letti ed esaminati gli atti;

vista la risposta 21 gennaio 2000 presentata dalla parte convenuta;

rilevato che in data 16 febbraio 2000 la parte ricorrente, sentite le spiegazioni del giurista del Tribunale cantonale delle assicurazioni, ha comunicato di ritirare il ricorso;

rilevato che la causa è divenuta priva di oggetto;
