The applicant contested an administrative decision demanding the restitution of CHF 7,248 in complementary benefits and CHF 3,398 in health insurance subsidies, based on the cessation of a child's supplementary pension in September 2013, but her appeal simply requested the remission of this debt due to financial hardship. The court found that, while jurisdiction was established, the applicant's appeal, interpreted as a request for remission under cantonal law, was procedurally deficient because she failed to respond to a subsequent request from the court to confirm that her appeal constituted a formal remission application, which must be submitted in writing, motivated, and accompanied by supporting documents within 30 days of the restitution decision, leading the court to declare the appeal inadmissible and transmit the matter back to the administrative service responsible for handling remission requests.

Art. 134 al. 3 let. a LOJ
This provision establishes the jurisdiction of the Social Insurance Chamber of the Court of Justice concerning cantonal supplementary benefits, which the court implicitly relies on to justify hearing the case before declaring it inadmissible.
Art. 95 LTF
Cited as the condition under which an appeal in matters of federal supplementary benefits can be lodged against this decision before the Federal Supreme Court.
Art. 116 LTF
Cited as the condition under which a subsidiary constitutional appeal concerning cantonal supplementary benefits can be lodged against this decision before the Federal Supreme Court.
Art. 42 LTF
Cited as the formal requirement for the submission of the appeal memorandum to the Federal Supreme Court.
Art. 134 al. 1 let. a ch. 3 LOJ
This provision establishes the jurisdiction of the Social Insurance Chamber of the Court of Justice, which the court implicitly relies on to justify hearing the case before declaring it inadmissible.
Art. 82 ss LTF
Cited to indicate the procedure (appeal in matters of public law) for challenging the decision before the Federal Supreme Court regarding federal supplementary benefits.
Art. 113 ss LTF
Cited to indicate the procedure (subsidiary constitutional appeal) for challenging the decision before the Federal Supreme Court regarding cantonal supplementary benefits.
Art. 66 al. 1 LTF
Although not explicitly cited in the dispositive text block for costs (which only says 'Dit que la procédure est gratuite'), this article governs the imposition of court costs in federal proceedings. However, since the dispositive explicitly orders the procedure to be free, and no other cost provision is cited, we must rely on the instruction to include cost/legal aid provisions cited in the dispositive. Since the dispositive only states 'Dit que la procédure est gratuite' without citing a specific provision for this order, and the *only* relevant cited provisions in order 4 concern appeals to the Federal Tribunal, we stick strictly to cited provisions. Order 3 states the procedure is free, but does not cite a provision for that specific order, so no cost article can be extracted based on the strict rule.
