Legislator-Zusammenfassung

KI-generiert

The Swiss Federal Tribunal declared the appellant’s civil appeal inadmissible, upholding the cantonal decision that had rejected his challenge (récusation) against a Justice of the Peace. The appellant’s filing, consisting of annotations on the challenged ruling, was incomprehensible and thus failed to meet the statutory reasoning requirements (art. 42 para. 2 and art. 106 para. 2 LTF); the court also deemed his conduct abusive. Costs of CHF 300 were imposed on the appellant, and the court warned that any further similar filings, including abusive revision requests, would be dismissed without response. The underlying dispute concerned the appellant’s request to recuse the Justice of the Peace in a matter involving a reporting duty under art. 13 LVPAE, which the lower courts had rejected for lack of evidence or indications of bias.

Objet

récusation (signalement au sens de l'art. 13 LVPAE),

recours contre l'arrêt de la Cour administrative du Tribunal cantonal du canton de Vaud, Récusation civile, du 14 juillet 2014.

Considérant :

que, par arrêt du 14 juillet 2014, la Cour administrative du Tribunal cantonal vaudois a rejeté le recours interjeté par A.________ contre la décision sur récusation rendue le 26 juin 2014 par la Justice de paix du district de la Riviera-Pays-d'Enhaut rejetant sa demande de récusation dirigée contre le Juge de paix;

que l'autorité cantonale a considéré que le recours était irrecevable, faute de motivation suffisamment précise et de conclusions, et que, dans tous les cas, il était mal fondé, le recourant n'apportant aucune preuve ni même aucun indice quant au comportement du magistrat intimé, celui-ci s'étant au demeurant contenté de rappeler le contenu de la loi applicable;

que le recours en matière civile interjeté devant le Tribunal fédéral par A.________, sous la forme d'annotations sur l'arrêt attaqué, doit être déclaré irrecevable dans la procédure simplifiée (cf. art. 108 al. 1 let. b et c LTF), au motif que, incompréhensible, il ne remplit manifestement pas les exigences de motivation des art. 42 al. 2 et 106 al. 2 LTF, et que le recourant procède de plus de manière abusive;

que les frais judiciaires, arrêtés à 300 fr., sont mis à la charge du recourant qui succombe ( art. 66 al. 1 LTF );

que toute nouvelle écriture du même genre dans cette affaire, notamment une demande abusive de révision, sera classée sans réponse;

par ces motifs, le Président prononce :

1. Le recours est irrecevable.
