A party filed a civil appeal against a decision made by the Geneva Cantonal Court, which declared inadmissible an earlier appeal regarding an order that permitted the sale of the appellant's jointly owned property. The lower court found that the appellant was not contesting the consent to the sale but was instead seeking compensation, which fell outside the jurisdiction of the adult and child protection authorities. The Federal Tribunal deemed the subsequent appeal manifestly inadmissible due to the appellant's failure to adequately address the grounds of the contested decision. Furthermore, the Tribunal ordered that judicial costs be borne by the appealing party.

Arrêt du 28 mai 2013

IIe Cour de droit civil

Composition

M. le Juge fédéral von Werdt, Président.

Greffière: Mme Achtari.

Participants à la procédure

A.________,

recourant,

contre

que, par arrêt du 15 mai 2013, la Cour de justice du canton de Genève, Chambre de surveillance, a déclaré irrecevable le recours formé par A.________ contre une ordonnance rendue le 17 avril 2013 par le Tribunal de protection de l'adulte et de l'enfant, consentant à la vente de parcelles, propriété du recourant;

que, en substance, l'autorité cantonale a jugé que le recourant ne s'en prenait pas au consentement donné à la vente de sa part de copropriété mais réclamait d'être indemnisé, de sorte que son recours était irrecevable, les actions pécuniaires en responsabilité de l'Etat de Genève ne relevant pas de la compétence des autorités de protection de l'adulte et de l'enfant;

que par écritures du 23 mai 2013 transmises par la Cour de justice au Tribunal fédéral comme objet de sa compétence, A.________ exerce un recours en matière civile contre cet arrêt;

que, le recourant ne s'en prenant pas de manière compréhensible aux motifs de l'arrêt attaqué, ce recours est manifestement irrecevable, faute de répondre aux exigences des art. 42 al. 2 et 106 al. 2 LTF ( art. 108 al. 1 let. b LTF );

que les frais judiciaires doivent être mis à la charge du recourant ( art. 66 al. 1 LTF );

par ces motifs, le Président prononce:

1. Le recours est irrecevable.

2. Les frais judiciaires, arrêtés à 300 fr., sont mis à la charge du recourant.

3. Le présent arrêt est communiqué aux parties.

Lausanne, le 28 mai 2013
