The case involves an appeal by an individual against a decision made on February 14, 2023, by the Court for Child and Adult Protection Measures of the Neuchâtel Cantonal Tribunal concerning their outpatient treatment following a placement for assistance purposes. The appeal was lodged with the Swiss Federal Tribunal on March 14, 2023. The previous decision had remanded the matter to the Authority for Protection of Children and Adults (APEA) for further instruction and a new decision. The appeal was characterized by the Federal Tribunal as non-compliant with legal requirements, instead containing only handwritten comments on the challenged ruling, leading to a summary dismissal of the appeal as inadmissible.

Objet

traitement ambulatoire,

personne concernée );

le "

recours " au Tribunal fédéral formé le 14 mars 2023 par la personne concernée à l'encontre de cette décision;

considérant :

que l'arrêt déféré renvoie la cause à l'APEA pour instruction et nouvelle décision au sens des considérants;

que, partant, il s'agit d'une décision incidente qui n'entraîne en principe aucun préjudice (juridique) irréparable ( art. 93 al. 1 let. a LTF ; ATF 145 III 42 consid. 2.1 et les arrêts cités);

commentaires " écrits sur l'exemplaire même de l'arrêt attaqué;

que, en conclusion, le recours doit être déclaré irrecevable par voie de procédure simplifiée ( art. 108 al. 1 let. a et b LTF );

que, compte tenu des circonstances de l'espèce, il convient de renoncer à percevoir des frais judiciaires (art. 66 al. 2, 2ème phrase, LTF);

par ces motifs, le Président prononce :

1. Le recours est irrecevable.
