The case involves a legal dispute between two parties concerning a lease contract irregularity. The appellant took the matter to the Swiss Federal Tribunal following a decision from the Civil Appeals Chamber of the Cantonal Court of Vaud. However, the initial appeal submitted by the appellant was unsigned, which did not meet the formal requirements as stipulated by Federal Law. The appellant was given a deadline to correct this formal defect but failed to submit a signed appeal within the specified time, leading to the appeal being considered inadmissible. Additionally, the appellant requested legal aid, which was denied as the proceedings at the Federal Tribunal were deemed to have no prospect of success. No court fees were imposed, and no compensation for legal costs was awarded to the opposing party.

Objet

contrat de bail; irrégularité,

recours contre l'arrêt du Tribunal cantonal du canton de Vaud, Chambre des recours civile, du 26 juillet 2019 (JX19.007104-191152 218).

Considérant :

Que par mémoire daté du 4 septembre 2019, A.________ a saisi le Tribunal fédéral d'un recours qu'il dirigeait contre un arrêt rendu le 26 juillet 2019 par la Chambre des recours civile du Tribunal cantonal du canton de Vaud;

Que le mémoire était dépourvu de signature;

Qu'il n'était donc pas conforme aux exigences de l'art. 42 al. 1 de la loi fédérale sur le Tribunal fédéral (LTF);

Que le recourant a été invité à réparer cette irrégularité conformément à l' art. 42 al. 5 LTF , par ordonnance du 12 septembre 2019;

Que le délai imparti à cet effet expirait le 23 septembre 2019;

Que l'ordonnance du 12 septembre 2019 a été notifiée au recourant le 19 septembre 2019;

Que le recourant n'a pas renvoyé le mémoire signé à ce jour;

Que le recours est par conséquent irrecevable;

Que son auteur sollicite l'assistance judiciaire;

Que la procédure entreprise devant le Tribunal fédéral n'offrait manifestement aucune chance de succès;

Que l'assistance judiciaire ne peut donc pas être accordée conformément à l' art. 64 al. 1 LTF ;

Que le recourant devrait en principe acquitter l'émolument judiciaire;

Qu'à titre exceptionnel, le Tribunal fédéral peut renoncer à prélever cette contribution;

Qu'il n'y a pas lieu d'allouer de dépens à l'intimée.

Par ces motifs, vu les art. 64 al. 3 et 108 al. 1 let. a LTF, le Tribunal fédéral prononce :

1. La demande d'assistance judiciaire est rejetée.

2. Le recours est irrecevable.

3. Il n'est pas perçu d'émolument judiciaire.

4. Le présent arrêt est communiqué aux parties et au Tribunal cantonal du canton de Vaud, Chambre des recours civile.
