The case involves a foreign national from Senegal who applied for a residence permit for studies in Switzerland. His application was initially rejected by the cantonal population office, and this decision was upheld by the cantonal commission for the review of foreign police matters. The applicant subsequently filed an appeal with the Federal Tribunal, arguing for the right to a residence permit. However, the Tribunal found that he did not meet the necessary legal requirements to challenge the decision based on federal or international law and concluded that his appeal was manifestly inadmissible due to insufficient motivation regarding alleged constitutional rights violations.

Arrêt du 3 novembre 2008

IIe Cour de droit public

Composition

M. le Juge Merkli, Président.

Greffière: Mme Charif Feller.

Parties

X.________, recourant,

contre
