Considérant :
que le 17 novembre 2021, A.________ AG a interjeté un recours en matière de droit public et un recours constitutionnel subsidiaire devant le Tribunal fédéral contre l'arrêt rendu le 11 novembre 2021 par le Tribunal cantonal du canton du Valais en matière d'adjudication de gré à gré des travaux de modernisation et évolution fonctionnelle et technologique TAO et de maintenance évolution TAO,
que, par courrier du 16 décembre 2021, A.________ AG a déclaré retirer ses recours,
que B.________ SA n'a pas de mandataire et n'a pas déposé d'observations,
qu'en application de l' art. 32 al. 2 LTF , il convient d'en prendre acte et de rayer la cause du rôle sans frais ni dépens.
Par ces motifs, le Président prononce :
1. La cause 2C_921/2021 est rayée du rôle par suite de retrait du recours.
2. Il n'est pas perçu de frais de justice ni alloué de dépens.
3. Le présent arrêt est communiqué au mandataire de la recourante, au B.________ SA, au Service cantonal des contributions, au Tribunal cantonal du canton du Valais, Cour de droit public, ainsi qu'à la Commission de la concurrence COMCO.
