The case involves a public law appeal submitted to the Swiss Federal Tribunal by an individual who was under investigation by the Vaud judicial authorities since 1994 for allegations of fraud, mismanagement, and forgery. The appellant claimed unjustifiable delay in the proceedings and sought recourse against the investigating judge overseeing the case. However, the Tribunal determined that the appellant could have pursued a complaint through the cantonal conviction tribunal instead, leading to the rejection of the public law appeal as inadmissible due to failure to exhaust local legal avenues. The appellant was also ordered to pay a judicial fee.
