The case involves a dispute regarding the refusal of a construction permit for the installation of skylights, leading to an order for restoration to the previous state. The applicant challenged the decision of the cantonal court, which upheld the refusal and order. Subsequently, the applicant withdrew their appeal, which resulted in a judicial procedure being terminated. The court addressed the implications of this withdrawal, including the assignment of legal costs and the obligation for the applicant to pay compensation to the opposing party for incurred legal fees.

Objet

Vu:

l'arrêt de la Cour de droit public du Tribunal cantonal valaisan du 21 juin 2013 qui confirme le refus de la demande d'autorisation de construire sollicitée par X.________ (installation d'un velux) et l'ordre de remise en état;

le recours en matière de droit public formé le 19 août 2013 par X.________ (ci-après: le recourant) contre cet arrêt;

les déterminations de la Commune de Chermignon et du Conseil d'Etat qui concluent au rejet du recours, ainsi que les observations de Y.________ (ci-après: l'intimée) qui conclut à l'irrecevabilité du recours, subsidiairement à son rejet;

la réplique déposée par le recourant;

la lettre du 28 novembre 2013 par laquelle le conseil du recourant informe le Tribunal fédéral qu'il retire son recours;

considérant:

que le juge instructeur statue comme juge unique sur la radiation du rôle des procédures achevées par un retrait ( art. 32 al. 2 LTF );
